Improvements That Pay for Themselves
Capital work carries real risk for an owner. Scope drifts, change orders appear, timelines slip past a tenant's committed opening date, and the final invoice bears little resemblance to the estimate that justified the project. Careful management on the front end prevents most of that. Scope gets defined before pricing, bids are compared on equal terms, and someone visits the site while the work is happening. Overseeing upfits, building improvements, and site projects for Upstate commercial owners over the past 20+ years has taught the Spencer/Hines Property Management, LLC team that the details settled early are the ones that never become disputes. Control the front end and the rest of the project tends to take care of itself.
- Defined Scope Before Pricing
- Competitive Bidding on Every Project

Title
Project Management
From First Sketch to Final Punch List
Project management covers the parts owners rarely have time for, which is where budget overruns and schedule problems usually begin.
Tenant Upfits & Build-Outs
Space improvements coordinated to lease commitments so tenants can open on the date they were promised.
Improvement Budgeting
Realistic project budgets built with contingency, not optimistic numbers that unravel at the first change order.
Scope Development
Written scopes of work that leave no room for interpretation, which is what makes bids genuinely comparable.
Vendor Selection
Contractors chosen on licensing, bonding, relevant project experience and demonstrated capacity for the work.
Quote Review & Negotiation
Bids analyzed on scope, inclusions and pricing, with clarifications resolved before any contract is signed.
Project Scheduling
Sequencing and timelines coordinated around tenant operations to limit disruption at an occupied property.
On-Site Oversight
Progress verified in person, quality checked against the scope and issues raised while they are still easy to correct.
Owner Progress Updates
Regular reporting on status, spending and schedule so ownership is never surprised by a project it is funding.
Control Before Construction
Projects That Finish On Budget and On Schedule
Most cost overruns trace back to decisions made before anyone picked up a tool. Tight scope and honest bidding solve them early.
Written Scope of Work
Detailed scopes that make bids comparable and change orders rare.
Competitive Bidding
Multiple qualified contractors priced on identical requirements.
Field Verification
Work inspected during construction, not only at completion.
Transparent Reporting
Spending and schedule status shared with ownership throughout the project.

Common Questions
Capital Improvement and Project FAQs
What types of projects do you manage for commercial owners?
Projects range from tenant upfits and suite build-outs to roof replacements, HVAC system upgrades, parking lot work, facade improvements, lighting retrofits and common area renovations. Scope is matched to the property and the return ownership expects from the investment.
How do you keep a project from going over budget?
Budget control starts with a detailed written scope so contractors price identical work. Contingency is included from the outset, change orders require written approval, and spending is tracked against the approved budget throughout. Ownership sees status before a variance becomes a problem.
Will construction disrupt our existing tenants?
Some disruption is unavoidable, but sequencing, scheduling and communication reduce it substantially. Work is planned around tenant operating hours where possible, access routes are coordinated in advance and tenants receive notice ahead of anything that affects their space or parking.
Do you handle warranty issues after a project is completed?
Yes. Warranty documentation is collected at closeout and retained with the property records. If an issue surfaces during the warranty period, we pursue the contractor for correction rather than treating it as a new repair expense against your operating budget.

Take the Risk Out of Your Next Improvement
A capital project done well raises rents, attracts better tenants, and extends the useful life of the asset. Done poorly, it drains the budget and leaves ownership managing disputes with a contractor. The difference comes down to scope discipline, honest bidding, and someone accountable on site. Tell Spencer/Hines Property Management, LLC what you are planning for your property and we will outline how the project would be scoped, priced, and supervised from start to finish.
